Kerio used to have an ON-line connector (KOC), which kept all the messages on the server, and was always faster than the off-line (KOFF), at the expense of having to always be connected to the network. KOC has been deprecated for several connect version now. You could connect OutLook to Kerio Connect via IMAP, and it will likely be quite fast accessing e-mail, but you would lose access to public calendars, address books, free/busy search, etc.
Regarding your other question, we've found that putting a limit of about 10,000 messages per folder does improve OutLook performance, though not by an order of magnitude.
