Webmail will always be fast. It has no cache to load. It's just grabbing screen info from the server but does not have the files locally. Outlook downloads ALL email and has to keep them in sync with the server. In Outlook, create other folder, not inside the Inbox. Move older email into those folders. You want to get the bulk of email out of the inbox. They can stay on the server, just have other folders for them to live in. The Inbox stays in constant sync, so it puts a lot of demands on the server and the network, especially with that much email.
I would create folders and do the moves in webmail, not Outlook. It's more direct and will work fine. I think that should speed up you mail. It has for my 450 users.
