What type of hard drive do you use on the local machine? I find we have to use SSD drives or Outlook runs super slow. Also, make sure any antivirus software is not constantly scanning the mail data folder. That will slow it down a lot. 30GB is a pretty huge mailbox. Make sure the bulk of the mail is NOT in the inbox. That would slow it down badly. Create folders outside of the inbox to store email that you want to keep but have already read. Move the email via web mail (not Outlook).
1) Use an SSD
2) Reduce the amount of mail in the Inbox
3) Prevent antivirus from scanning the cached mail data
