Edit the "Mail Delivery Subsystem" message [message #143887]

Are the standard messages editable and if so, where are they? I like to create a system reply to senders exceeding the max file size limit. So instead of getting a "You can't do that" you will get a "Please send your big, big files through our Upload system by clicking http://upload.domain.com"
