I see the same problem with G Suite and published address books (like public) when it points to the same server (Google).
Also; the trick with a different user to the same server doesn't work. Same "Account already exists" warning.
OS X 10.11 with working Kerio accounts updated to 10.12 doesn't experience the problem. I will try creating some configuration profiles with the Public Folder.
