One idea that I have tried is to setup an account whose only purpose is to give users access to the public contacts. We can use that account to setup the second CardDAV account using the Advanced account setup option. The server and path would look something like:

Server: mail.domain.com
Path: /cardddav/users/domain.com/.public

I just tried this again, and it works on macOS Sierra 10.12.3. The Kerio Account Assitant installs a configuration profile that forces this setting into the Contacts app, and that's how it gets around the limitation of only allowing one CardDAV account with your user's credentials. Try what I described above, and see how that works.
