Looks like an issue between outlook and kerio. We had quite a few people run into this. They were running Office 2019 home and business Version 2205 (Build 15225.20204).
Close all office apps. Disable updates in outlook (File> Office account> update options> disable updates)
Open CMD as administrator and run this command to revert back to 16.0.15128.20248
"C:\Program Files\Common Files\microsoft shared\ClickToRun\officec2rclient.exe" /update user updatetoversion=16.0.15128.20248

This does appear to be a Kerio specific issue in relation to Outlook version 2205.
As of yesterday, my Outlook was at version 20248. I had no issue viewing HTML formatted messages properly. I purposefully upgraded to 2205 to see what would happen. After doing so, HTML emails were broken. This morning I configured an Outlook profile to use IMAP as opposed to the Kerio Connector. HTML emails looked fine.
This has something to do specifically with Outlook version 2205 and Kerio Connector.
I'm not sure of the visibility of these forums to GFI support staff. I'm going to open a support ticket with them.

I can confirm I have the same issue in my network.
If O365 is upgraded to version (latest) 2205 - HTML emails appear as Plain Text.
If I roll back to 2204 - HTML email appears as HTML.
Rolling back I did using:
"C:\Program Files\Common Files\microsoft shared\ClickToRun\officec2rclient.exe" /update user updatetoversion=16.0.15128.20248
