Server was migrated to Windows2016 and all is working fine except the Restore to a Mailbox option. Nothing happens when I click Restore.

Where would I go to fix this ? Seems like maybe it's a permissions issue.

Check that the SMTP settings are set correctly.

You are clicking to restore eml to the mailbox? Only email felivery is involved in that situation.
