The article gives a really nice run through how you can limit the bandwidth used. The article will show you how you can configuring things up and in the new bandwidth management you can have it match traffic with a traffic rule. So if you create a rule for the website you than create a bandwidth management rule for the traffic rule.

Actually, I read the article and follow it but I can't solve my problem.
I create a role in Traffic Rules
For example, I created a role like this:

Name:Access_WEB
Source:192.168.100.6
Destination:10.10.10.101
Service:Any
Action:Allow
============================================================ ==============
10.10.10.101 is one of my web server in LAN, and 192.168.100.6 is my IP.
Next, I defined two rows in Bandwidth Management and QoS like this:

1.
Name: test2
Traffic:Access_WEB
Download and Upload:No limit
Interface:WAN
2.
Name:limit_user
Traffic:suser
Download and Upload:10kbit/s
Interface:WAN
============================================================ ==============
suser in one of my users. When I want to check the 10.10.10.101 with suser, the shaping is not working and that website is browsed hardly.
Could you please help me?

I have created a test case:
Client -> Kerio Control -> local Web Server (iis.what.ever)

Have a look at the attachment
Picture 1: QoS limited 100KB/s to iis;
Picture 2: Content filter with iis.what.ever as http server;
Picture 3: Download a file from iis.what.ever without QoS (checkbox unchecked), 10MB/s
Picture 3: Download the same file from iis.what.ever WITH QoS *Checkbox checked), 94KB/s
Please try applying this to your case.

Thanks to mlee (Kerio).
In your example if a user wants to connect to iis.what.ever(Checkbox checked)
his download rate is 100KB but in my case the situation is quit different.
