Hello,
I would like to know how to block all VPNs of the Smart VPN/Ultrasurf type... which can bypass the firewall because there are certain users who install this kind of VPN on their phone and manage to access full access to the internet without restriction ?

As far as I can see when I search on this: you can't. If you manage to do this, within a few days a new version will bypass it again.
To block this, implement a manual policy: when someone uses software to bypass the security, he is blocked on MAC - no internet at all anymore.
