requiring 5 packs was bad enough, but now it's a 10 pack minimum? I'm now paying for 8 extra user licenses every year, and that won't likely drop to 4 extra for another 3-5 years!
Why?

I think that has been changed. I asked about the minimums for a case where only 8 users were needed and got message back that minimum is 5, so 5 + 3 would be OK (this was for a new license purchase).
