Mac OS Big Sur 11.1 and Kerio Connect 9.3.0p2:
Other Users and Resources are always available when I try to invite them since Big Sur. The Account Assistant isn't working for me since Catalina, even with disabled SIP, so I configured the CalDAV account manually. Can anyone confirm this issue?

Which clients are you currently using? I'm assuming, based on what you've posted, Apple Calendar, but could you please confirm that. Are all systems running Big Sur having this problem?
In webmail, does the calendar there behave the same?
If you download a trial of BusyCal from BusyMac, does that suffer from the same problem?
I suspect you are correct, that Apple Calendar has a bug which Big Sur has exposed. But, without making sure things are correctly functioning elsewhere, one can only speculate that Big Sur's Calendar is at fault.
Thanks.
Cheers,
Jon

Mac OS Big Sur 11.2.1 and Kerio Connect 9.3.0p1:
ExchangeActiveSync in Apple Calendar.
when inviting the user's availability is shown as available even when they have a meeting at that time.
On iOS using Exchange ActiveSync the availability displays correctly.

Yes, the problem is the pre installed calendar app on Mac OS Big Sur.
When I configure the Account in Fantastical everything is fine.
But I have another CalDAV Account (Nextcloud). With this account and the Calendar App, everything is fine.
Only the combination of Kerio Connect an Apple Calendar has this strange availability behavior.

I have the latest version of Big Sur on my iMac and just recently I have been having a problem when I launch calendar is comes up with " Couldn't move your calendars to iCloud because and error occurred. make sure you're connected to internet and try again." there are two buttons " Try again now" and "try again later" which ever button you tick it goes into an endless loop and you have to force quit to get out of the loop. I have already removed all my "2023 calendar" except for three on both the iMac and my iPhone but still the problem exists and I have rebooted both devices numerous times. Does anybody have a solution for my problem? many thanks Bruce.
