Is it possible to manipulate local users remotely ? maybe a file that can be overwritten or edited from ssh or http call etc?? (this is not an active directory environment, and currently users are being modified by hand, which is time consuming, tedious and creates lots of discrepancies.)

I think, that you can. Use SSH. Kerio running on LinuxCORE. All information are saved in config files. You can just edited them. Make backup configuration a find file UserDB.cfg, open it in txt editor a you can analyze it. But this way is very complicated. You need script for that, some parser too and an uncertain result. Better way is connection with some database.
