Experiment with Message Filters. (Admin Console > Configuration > Content Filter > Message Filters > Outgoing Messages.) One of the default criteria from the pop-ups is Message Size with an under/over criteria you can enter. Then add a Send Notification under Perform The Following Actions, and enter your custom text. I don't know if this would override the default Mail Delivery Subsystem alert. Perhaps if you set the filter up with an ALL conditions must be met, you could discard the Mail Delivery Subsystem message and replace it with your custom message, or perhaps have two filters, disabling the Stop Any Other Rules option in the first one.
