why doesn't mailsecurity filter exchange e-mails?

Status: offline 		Itīs a great tool, but I think that there is a flaw: internal e-mails (sent from exchange account to another exchange account) are not affected by the attachment filter. Only those that come or go outside the server (simple SMTP).
Now I ask: Am I doing something wrong?

On Exchange 2007 we are able to do this based on transport agents and the way messages are submitted through Exchange.  On Exchange 2003 we are unable to physically see the messages at this level.
