We have a rule to block email attachments over 1.5MB in order to protect network traffic bandwidth.  This serves us well.  However, there have been 2 incidents that took our network down as a result.  The issue is this:  If a person creates an email with 20 attachments of 512KB each, it gets past the filter as each individual attachment does not fit into our rule...HOWEVER, the full size of the email is over 10MB.  (This may not sound too bad for one 10MB to slow our network down for about 5mins, but the email was addressed to 31 people, which multiplied the size to about 300MB of traffic trying to get out of our network!!!)  We were slugs for about an hour.  It took us a while to pinpoint the reason for the slowdown.  This is the second time this has happened recently and the only way to prevent it in our minds is to drop the rule from 1.5MB to something lower like 700KB.  But, that would lead to a great amount of quarantine on a regular basis that would require constant review and effectively slow business communications. 
Is there a way to catch emails based on their OVERALL size rather than individual attachments??  If not, can we request this to be a product enhancement?  Thank You!

You should be able to configure a size limit checking the overall size of an email in your email server rather than MailSecurity.

When using MailSecurity with the IIS-SMTP please read this article which describes where to configure the settings:

Thanks for the tip.  Unfortunately we do not use SMTP in our IIS so I cannot use this tip.  Good idea though for others.  If nothing else, I would like to see this as a possible enhancement request for a future release if possible.  Thanks!

Which mail server are you using? Do you have MailSecurity installed on an Exchange 2003/2007? This can be done in each of them as well.
