Only the Administrator or users in the Administrators group can fax out. Everyyone else still gets the "1701 Cover Page Conversion Error"

I have checked the permisions, nothing has changed. I have also deleted and re-added users to the faxmaker group and in faxmaker configuration to try to fix. No good.

Help! anyone?
