Is there anyway that while list a certain device for a group of users on the domain only instead of white listing devices throughout the computers in lets say laptop policies? What I want to achieve is giving a group of user have access right to the specific usb pen drive with specific serial.

You typically can accomplish this by first performing an "End Point Scan" from the tools menu. You can right click the USB Device and add it to the database. Once done, you can configure a protection policy for a group or user and include the "specific device" that was added earlier.
