Status: offline 		...and I'm guessing it won't be implemented since it's really far beyond what should be there feature-wise ;)

What you could do instead is design your disclaimer, save it, and then browse it with Internet Explorer and save it as a *.mht, which also does base64 encoding, and you have your single-file html with images.
