In order to install WebMonitor 3.0, you need to have enough rights to do such modifications to the ISA Server.

Once you have enough rights to disable / enable Filters within the ISA server, you will be able to re install WebMonitor.

If you are unable to do so we would recommend you to review the ISA Documentation, and determine why you are unable to enable / disable Filters in Webmonitor.
