Mine seemed to happen on all versions of 7x, except in the begining when it first came out.  This problem only seemed to happen on my windows 2000 server.  Xp has been fine.

I was just reading over some of the posts and noticed this one.....food for thought...if your importing the xml as it is posted here you can delete all of the <Package Name="MSPATCHES_XX"> lines except the one that ends in your language, EN....this will speed up the download process and save a bit of space too.

Same issue, except I updated to the current 7 build today from the one just before it. The xml file was completely empty. I pasted in the contents from the previous postand it's working now.

When I installed this version, I told it to keep my custom profilesand overwrite the defaults with the new ones.

I have this same problem.  I also upgraded from LNSS6.0 to LNSS7.0.  I found the updates address by looking at the old LNSS6.0 installation, and had to manually enter it.

I just did a brand new install using the latest version on a computer that had never had a GFI product installed before. The only change I made was to change the default install drive from C: to D: and I eneded up without any "toolcfg_updates.xml" file at all. No zero-byter, nothing.

I created it manually and pasted in the contents posted here and all is well.

I did a dozen installs today, distributing NSS across our WAN locations. Some installed on C: and some on D:. None of them had any GFI products installed previously. None of these installs had the toolscfg_updates.xml file installed at all. Not a one. I even searched the hard drive on the first few in case it got installed to the wrong location. T'wasn't there.

I downloaded the install executable on August 16th.
