Is it possible to disable offline access completely system wide through GP or some setting on the server? I want it disabled for all users but it is difficult to go to each PC individually to uncheck the box.

Currently the offline mode settings are not implemented yet to be changed from the server. The adm template we provide does not include these settings either. However, feature requests were submitted covering this topic. So hopefully this functionality will become available in a future build.
