Is there a way to whitelist items from the anti-phishing filters? Emails from addresses in personal whitelists are still being tagged and moved as phishing emails.

Changing the filter priority so that the Personal Whitelist is above the Anti Phishing filter will accomplish this. There is no exclusion list for the Anti Phishing filter itself:

I changed the filter priority to have Whitelist and Personal Whitelist above Anti-Phishing but emails on the personal whitelist are stilling being tagged and moved. What am I missing?

A reboot did not solve the problem. Personal whitelist is above the anti phishing filter but emails are still be tagged and moved.

Please submit a case to the Support team.  It sounds like the Personal Whitelist isn't matching the database entries.  If you run the Troubleshooter form the link below, that will get them the log information they need.

They will also need a sample of an email that should have been whitelisted.  The easiest way to get this is to drag a sample email out of Outlook and onto the desktop, zip the file, and reply to the case email you will be sent once the troubleshooter has uploaded with the file attached.
