Oversize attachments getting past filter

Mailsecurity 10 installed on Exchange 2003. Have an attachment checking rule to quarantine all attachments greater then 1500 KB (1.5 MB). Email over that size are sometimes getting through. This is has happened two times in the last week, in between times the filter is catching other email over the size limit. Where can I start to figure out how they are getting through?

Update - I think I have figured out part of the problem. Attachment filtering is looking at the attachment file size. Therefore the sender can attach as many files as they want and the email will only be quarentined if one or more of the files is over the established size limit. So, there is no way I can see to limit the overall email size. Is that correct? If there is a way to quarantine email based on user and overall email size please let me know. Right now I have added *.jpg to content filtering, not a good option because I'm getting a lot of quarantined items I don't want to filter.
