When creating several rules in the attachment and content checking options. Which rule works first?

Also if I apply a rule to one group do I need state that they shouldn't be included in another rule.

Hello,

Attachment checking rules are processed before Content checking rules.

You will have to exclude this group from the other rules if you do not want those rules to apply to this group.
