Keyword Checking Not Working

So I have a subject keyword filter for "CanadianPharmacy" in the keyword checking module, yet an email containing that phrase was received this morning.

This term is not in the keyword whitelist.

In keyword checking, scan e-mail subject for the following keywords or combinations of keywords is checked.

The action is to forward to an email address... a spam account I empty daily.

Keyword checking is the 12th priority...but still, shouldn't this have been caught by the filter, whether it's 1st or 12th?

Is it possible to paste the headers of the message here?  In most cases the reason why messages with words that exist on the keyword list are delivered to end users is due to the whitelist.
