I have an odd problem I hope someone can help with. On the client PC, only built-in admins and domain admins can log onto the MailArchiver web page. Domain admins are set up within the program with Administrative access, but anyone in builtin/admins can log on successfully as a user (windows authentication).

All other users are asked to log-in but authentication is failing (error 401.2). Is this normal?

Please make sure that domain users have Read, Read & Execute and List Contents NTFS permissions to Program Files\MailArchiver\ASPNET folder.

These are default security permissions and they are completely safe.

Try to create virtual folders in IIS pointing to different directories with simple html files.

Try to change authentication properties in IIS (remove windows authentication and use basic).

Verify Domain policies.
