Good Day!

We are not using authentication mode and any user with ip adress from Ip adress set can use webmonitor by writing http://monitor.isa (but no one know this url as yet [Smile]

)

I ' d like restrict access to webmin and so I understand only way is site AND content rules.
I have created the rule, allowing access to all destinations except monitor.isa and applied it to all adress sets excluding admin pc's ip adress.
But this don't working- users from their pc can access to webmonitor

How can I resolve the problem. May be there is another way?

monitor.isa is intercepted before it is processed by ISA url scans. Thats why your approach didnt work. Maybe soon there will be version where you will just list users who have to have access.
